Especially at Disney. It really can't and shouldn't be done any other way. Animators need the tone and timing of the dialogue to know how they'll animate the characters frame by frame. If you did it the other way, it would be next to impossible for a voice actor to properly match every animation and movement of the mouth with the proper timing and tone.
